Free AI Voices for Vietnamese: 5 Text-to-Speech Tools
If you need a free AI voice that speaks Vietnamese for short videos, CapCut is the fastest place to start. If you need a more natural voice or a large volume of narration, look at ElevenLabs, Google Cloud, Azure and FPT below. The guide works for anyone making Vietnamese content, in Vietnam or abroad.
Five tools speak Vietnamese, and each is free in its own way
Based on pricing pages read on Oct 9, 2026, the five tools below all offer Vietnamese voices and a free tier or free trial. They differ in three ways: the monthly limit, whether you need a payment card, and whether you can use the audio in sales videos.
The first two suit content creators: open a browser and start. Google Cloud and Azure are developer services with large free limits, but you need a cloud account. FPT AI Voice Maker is a Vietnamese product, and its strength is regional accents.

Before you choose, work out how many characters you need each month. A quick estimate: count the characters in a sample script, multiply by the number of videos you make per month, and compare the result with the limits below. Audiobooks and long lectures need a more careful count.
CapCut is free, speaks Vietnamese and drops the voice into your video
CapCut Text to Speech is a free tool that turns text into speech. The page lists more than 200 AI voices. Its language list names Vietnamese, along with Chinese, Thai, English and many other languages.

You can adjust speed, pitch and volume, and add a fade in and fade out. Audio exports as AAC, FLAC, MP3 or WAV. The FAQ on the page allows you to use the audio in ads, YouTube videos and brand promotion, as long as you follow CapCut's terms of use.
One thing to keep in mind: CapCut suggests you open the language and voice picker to see what is available, then generate a short test line before you voice the whole script. Vietnamese may have fewer voices than English, so listen to a few before you commit.
ElevenLabs Free gives 10,000 credits a month but no commercial license
The ElevenLabs pricing page shows a Free plan at $0 a month with 10k credits. That is about 10 minutes of text to speech in the web app. The Free plan includes Text to Speech, Speech to Text, Sound Effects and 3 projects in Studio.

The key point is the Commercial License. On the pricing page it sits in the Starter plan, not in the Free plan. Starter lists at 6 USD a month, and on Oct 9, 2026 it had a first-month discount running until Oct 18, 2026. If the voice goes into sales videos, include this cost in your budget.
For Vietnamese, the ElevenLabs language help page says the Eleven v3 model supports 74 languages, including Vietnamese. The Flash v2.5 model also supports Vietnamese. Multilingual v2 does not, so switch models before you generate.
Google Cloud and Azure give large free limits but require billing
The Google Cloud Text-to-Speech pricing page gives 4 million free characters a month for Standard and WaveNet voices. Chirp 3: HD and Neural2 voices get 1 million characters. Past the limit, Chirp 3: HD voices cost $30 per 1 million characters.

Google's voice list has Vietnamese in all four types: Standard, WaveNet, Neural2 and Chirp 3: HD, with both male and female voices. The catch is that you must turn on billing, and Google charges you automatically once you go past the free characters.
On the Microsoft side, the Azure Speech pricing page has a Free (F0) tier with 0.5 million Neural voice characters a month. The Azure language support page lists the Vietnamese voices HoaiMy (female), NamMinh (male) and a female voice named Linh in the MAI-Voice-2-Flash line.
These two services fit when someone on your team can code and you need to voice thousands of passages through an API. For a solo video maker, setting up the project and the API key often takes longer than the voicing itself.
FPT AI Voice Maker covers Northern, Central and Southern accents
The FPT AI Voice Maker product page lists voices by gender and by regional accent: Northern, Central and Southern Vietnamese. The tool reads characters and punctuation to place natural pauses, and it offers emotional voices. The Vietnamese version of the page also mentions voices that vary by intonation and age.

Foreign tools rarely offer this: a Central or Southern voice with a clear local accent. If your audience comes mostly from one region, a voice with the matching accent sounds closer to home. The product page has a free trial button but does not state a limit, so check it when you sign up.
Which free AI voice fits your work?
Pick CapCut if you make short videos every day and want quick narration that goes straight into the video. Pick ElevenLabs if you need an expressive voice and are ready to pay for Starter once you post sales videos. Pick Google Cloud or Azure if you have a developer and a large monthly volume. Pick FPT AI Voice Maker if you want the right regional accent.
Three problems show up with all five tools: abbreviations and numbers read the wrong way, English brand names read with Vietnamese pronunciation, and long sentences that leave the voice short of breath. The fix is to write numbers out as words, split long sentences, and listen to the whole track before you export.
The voice is only one part of a video. A video also needs captions, background music and the right frame size for each platform. If you are not sure whether to use 4:5, 1:1 or 16:9, browse the frame ratio guide in News. Where are you stuck the most: picking a voice, writing the script or editing the video?
If you want to skip the voice-over step entirely, paste a product link or an article link into Adam Proof Studio. You get a vertical video with a Vietnamese or English voice-over, captions, music and quotes backed by sources. If you need a video where every line of narration has a source and an access date, see AI video with a source table. If you already have long videos, look at the skill that can cut long videos into shorts, free to use in its early version before it goes on sale.
